DEL RIO, Texas — U.S. Border Patrol agents arrested a 44-year-old Cuban man convicted of sex crimes against children after catching him hiding in brush near the border, the agency announced, marking his third known illegal entry into the United States.
Lazaro Alberto Betancourt-Osorio was among seven individuals agents from the Carrizo Springs Station encountered concealing themselves in a remote area near El Indio on June 1. Record checks revealed Betancourt-Osorio was convicted in 2012 in Florida of using a computer to seduce, solicit, and lure a child, and of traveling to meet a child after using a computer to lure. He was sentenced to 42 months of incarceration.
“This arrest by Carrizo Springs Station agents highlights the importance of constant vigilance along the immediate border,” said Del Rio Sector Chief Patrol Agent Anthony Scott Good. “With prior convictions for sexual crimes against children this illegal alien posed a serious threat to our communities. He, and others like him, need to understand one thing: If you are in this country illegally, you will be caught.”
Betancourt-Osorio was removed from the United States in 2016 after serving his prison term. He was found illegally present again in 2025 and was removed a second time. His arrest near El Indio means he re-entered the country unlawfully at least twice after deportation.
Betancourt-Osorio now faces a federal charge under 8 U.S.C. § 1326 — reentry of a removed alien — which carries a maximum sentence of up to 20 years in prison. The statute’s enhanced penalties apply to individuals with prior aggravated felony convictions.
The Del Rio Sector arrest is part of a broader enforcement push under President Donald J. Trump and Department of Homeland Security Secretary Markwayne Mullin, who have directed U.S. Customs and Border Protection and partner agencies to prioritize the arrest and removal of illegal immigrants with criminal records, including gang members, sex offenders, and drug traffickers. Betancourt-Osorio is expected to appear before a federal magistrate in the Western District of Texas for an initial hearing on the reentry charge.
